The Denison City Council approved the conceptual plans for Designing Downtown Denison or D3 at the October 2, 2017 meeting. The proposed plan includes improvements to Heritage Park, Forest Park, public parking lots, construction of a community park called Top of the Town Park, and community center in the 700 block of West Main Street, as well as alley improvements. There are upgrades throughout the downtown, but Main Street is a focus area. The Toole Design Group was hired in 2016 for the conceptual planning and held public input sessions to ensure that the residents, property owners, and business owners were able to share their thoughts throughout the process.
This project is to be funded by the Tax Increment Reinvestment Zone No. 3 (TIRZ) that includes the downtown area and surrounding commercial corridors and extends to the Katy Trail on the west and Eisenhower Birthplace on the east. The city and county sets aside a portion of the property tax revenue from the increased property valuations for the downtown improvements. The initial phase of construction would be the eastern area between Rusk and the railroad tracks on Main Street. This includes two parking areas and alleyways. The city plans to issue a $7.5 million bond for the first phase in the 2019-2020 fiscal year.
